Tackling the Housing and Affordability Crisis.
Marshall will fight to make Lancaster more affordable for working families and seniors by:

Preventing displacement by ending property tax hikes and exempting low-income earners from new income taxes.

Expanding the Critical Repairs Program to help homeowners access grants and low-interest loans for major repairs—keeping families in their homes and stabilizing neighborhoods.

Making it easier to build affordable housing:

Advocating for zoning changes that encourage mixed-use developments and making it easier to build new housing options like auxiliary dwelling units (ADUs).

Fighting for a more streamlined permitting process and pushing for a virtual dashboard to make it easier for small, local developers to build more affordable units faster.

Marshall believes the best ideas come directly from residents. He’ll continue to listen and act on what residents say they need:

Protect residents from expensive court fees by extending the grace period before parking tickets are taken to court.

Improve streets by focusing on neighborhood roads and continuing the city’s work on intersections and bike lanes.

Work to convert one-way highways into safer two-way streets and ensure kids can walk to school without fear.
