
Marshall was born and raised in Lancaster. As part of a large family, he learned the value of sharing and hard work from an early age.
Growing up, he and his seven siblings got by on their father’s income as a nurse at Lancaster General Hospital. His family relied on public resources like the Lancaster Public Library and the Lancaster County Environmental Center for affordable education and entertainment—institutions that shaped his understanding of how government can serve regular people.

It was through the Environmental Center that Marshall first learned local government can listen to us—if we organize.
When he was in elementary school, a new Director of Parks and Recreation attempted to fire a beloved environmentalist. Marshall’s mother joined other local moms in organizing a successful campaign to protect the environmentalist’s job, bringing their families to advocate at a County Commissioners meeting.
This taught Marshall that government can–and should–work for the people it serves.
Later, Marshall experienced the impact of government working for him when he relied on state and federal student financial aid to attend college. He earned a B.S. in Political Science and was able to start a career because the system worked for him. Now, he’s committed to making it work for his community.
For the past five years, he has been organizing in Pennsylvania to elect leaders who respond to our needs. He led Lancaster City’s Democratic Party for over two years, rebuilding the organization and helping elect strong leaders like State Representatives Izzy Smith-Wade-El and Nikki Rivera and City Council Vice President Jaime Arroyo—leaders who work for us by fighting for affordable housing, critical social support services, and our health.

Marshall helped end our reliance on harmful property taxes by mobilizing the local Democratic Party to win a new Home Rule Charter, strengthening Lancaster City by giving us more local control.
Not stopping there, Marshall took the fight for our community to the state level. In 2024, he worked as a Local Press Specialist for the Pennsylvania House Democrats, joining Democrats in protecting their one-seat majority in the PA House of Representatives.


In Lancaster City, he has knocked on thousands of doors and talked with residents face to face in every neighborhood. What he learned is that most people want the same thing. They want a government that works for them.
That means a government that delivers critical services while making life more affordable. It means putting residents first and answering the call when they raise concerns about parking tickets, high property taxes, and rents.
Marshall believes in tackling real problems and finding solutions to make life easier and more affordable for city residents.
